Why Cambodia Start

How we work →

Curated selection

We check licences, permits, the developer's track record and construction progress before listing.

Transparent information

Every price carries its price-list date, documents come from the developer, and every listing names its developer.

Property comparisons

The same criteria for every project: price per m², payment plan, completion, rent.

Human assistance

A small team in Phnom Penh: we reply ourselves, in English and Russian.

Buying remotely in 5 steps

Full guide →
  1. 1. Free 24-hour hold

To hold a unit we need a passport, phone number and email. The unit is taken off the market for 24 hours.

  2. 2. $500 booking

Pay the booking within 3 days. It counts towards the down payment.

  3. 3. Contract within 14 days

We agree the payment schedule (down payment, instalments, loan) and up to 3 co-owners. The developer's lawyer emails two copies of the contract.

  4. 4. Signing over Zoom

You sign on a video call following the lawyer's instructions. The signed copies go to Cambodia by DHL; the developer signs and returns your copy.

  5. 5. Handover and strata title

At handover: the acceptance certificate, the balance paid or the developer loan signed, and the strata title registered (once fully paid; 4% stamp duty).

FAQ

Can a foreigner own an apartment in Cambodia?

Yes. Foreigners own condominium apartments on strata title (freehold), above the ground floor and up to 70% of a building's units. Houses and land are held on a long lease (50 + 50 years).

How much do I need to start?

At pre-sale the down payment is 20–30% of the price, so $10–20k for a $50–70k studio or 1 BR. The rest is paid in instalments to handover plus a developer loan on the balance. Completed studios at R&F MIRO start from $47k.

What are the taxes and costs?

4% stamp duty (once), 0.1% annual property tax, 14% rental tax, 20% capital gains tax, a management fee of about $1/m² a month, and $3–8k for furniture.

Can I buy without flying in?

Yes: a free 24-hour hold, then a $500 booking, the contract within 14 days, signing over Zoom and documents by DHL. Details are in the 'Buying remotely' guide.

What is a GRR, and how safe is it?

A GRR is a contractual guaranteed return from the developer or operator (6–8.5% a year for 3–10 years). It is the developer's obligation, not Cambodia Start's, so the developer and payout terms need checking.

How do instalments and loans work?

Interest-free instalments during construction (30–40 months), then a developer loan on the balance: 10 years at 10% (Megakim) or 15 years at 10% (Kingston). No bank and no proof of income needed.

Why are prices so low compared with Bangkok or Dubai?

The market is at an early stage: central Phnom Penh pre-sales are $1,200–1,800/m², against $9,000/m² and up for comparable locations in Bangkok. Growth drivers include the new Techo airport, the Funan Techo canal and the 2029 graduation from LDC status.

What if construction is delayed?

We look at the developer's track record: Megakim has delivered 4 projects (TS5 in December 2025), and TS7 is running 8 months ahead of schedule. Monthly construction reports are published under Progress.

What rent can I expect?

As a guide: studios $400–550, 1 BR $650–1,000 and 2 BR $1,000–1,500 a month in new Phnom Penh buildings. We count 11 months a year.

How do I get the current price list?

Prices change weekly, and developers don't publish discounts openly. Leave your contact and we'll send the current price list and availability for the project you want.
